DFDL has successfully assisted the new Thai lenders syndicate on the refinancing of the 615MW Nam Ngum 2 hydropower project in the Lao PDR, closed on 27 September 2016. The transaction is valued at USD 573 million and will refinance the construction and operation phase of the project, as well as upgrades to the Nabong transmission facilities for export of electricity from the Lao PDR to Thailand.
Led by Partner Audray Souche, the DFDL team conducted due diligence on the project and project company, advised on the structuring and implementation of an innovative new security package, and provided closing assistance on local law aspects. The team included Senesakoune Sihanouvong, Ivy Liu, Kunal Bir Singh, Maly Courtaigne-Op and Agnes Couriol. DFDL acted as local counsel on the project, with Chandler & Thong-Ek Law Offices acting as project counsel.
