INSTRUCTION ON DEPOSIT for REQUESTING a CASINO CONSTRUCTION LICENSE, Instructional Circular #002 (MEF), 7 March 2012
This Instruction aims to inform companies wishing to request a license to construct casinos located at borders of Cambodia and neighboring countries that they shall be required to pay a deposit of USD 1,000,000 (one million US dollars). The validity of this license is for a one year period. If the company fails to construct a casino within the permitted period, the license shall be deemed as null and void, and the deposit shall not be refundable to the company.

INSTRUCTION ON IMPLEMENTATION OF THE LAW ON PUBLIC PROCUREMENT, Instructional Circular #001 (MEF), 23 February 2012
The Instruction regarding the implementation of the Law on Public Procurement aims to ensure a unified public procurement system in the Kingdom of Cambodia and also to contribute to preventing corruption. In order to achieve the above objectives, the Law on Public Procurement requires the Royal Government to prepare a number of Sub-Decrees and Prakas for the Procuring Entities, including ministries, institutions, the Capital, provinces-municipalities, districts-Khans, communes-Sangkats, public enterprises, administrative public institutions/establishments, other financially autonomous units and public private partners to implement in accordance with provisions stated in this Law.
In compliance with the principles of the public financial management reform program and Article 74 of the Law on Public Procurement, the Ministry of Economy and Finance instructs all procuring entities in the Kingdom of Cambodia to properly implement, in accordance with the rules and regulations, the methods and procedures of public procurement as stipulated in Sub-Decree № 105 ANKr.BK, dated 18 October 2006, on Public Procurement, and Prakas № 381 SHV.BrK, dated 15 June 2010, on Putting into use the Procurement Book on Implementation of Rules and Regulations on Public Procurement, relevant legal norms in relation to the public procurement which are still in force until the new legal norms are replaced.

INSTRUCTION ON FINANCIAL LEASING BUSINESS, Prakas # Th7.011-241 (NBC), 27 December 2011
This Prakas aims to set up, promote and developpe financial leasing sector and it serves as guidance for financial leasing business operators in Cambodia. A bank can undertake a leasing business as part of its banking operation as defined in Article 2.1 of the Law on Banking and Financial Institutions, and paragraph 1 of Article 34 of the Law on Financial Lease. This includes commercial banks, specialized banks and microfinance institutions. A bank must obtain prior approval from the National Bank of Cambodia. It must be able to demonstrate quality as described in Article 4 of this Prakas. Other institutions intending to provide or are providing financial lease products shall be required to apply for a license for financial leasing operation from the National Bank of Cambodia.

This Prakas aims to promote a business environment of industrial enterprises and manufacturers through integrating conditions and procedures of product registration in accordance with the substance of this Prakas together with the procedures and forms requesting establishment of factories and handicrafts in compliance with Prakas № 607 in order to implement product registration at the same time, together with the issuance of a certificate for operating a factory-handicraft business.

ORGANIZATION AND FUNCTIONING OF STATE SECRETARIAT FOR CIVIL AVIATION, Sub-Decree # 18 (RGC), 3 February 2012
This Sub-Decree determines the organization of entities of the State Secretariat for Civil Aviation (SSCA) and identifies missions of the State Secretariat and functions of the General Departments, Departments, units, training centers and civil airports. The State Secretariat for Civil Aviation shall be assigned by the Prime Minister of the Royal Government of Cambodia to lead a mission and to govern a civil aviation sector of the Kingdom of Cambodia. The functions and duties of the SSCA are detailed in the Sub-Decree.

This Law was passed by the National Assembly of Cambodia on 25 November 2011 and approved by the Senate on 16 December 2011.
