Following the issuance of a Notification on the Change of Login Method for the Business Registration System and the Procedure for Account Ownership Claims, dated 23 August 2026 (“Notification“), access to the Ministry of Commerce (“MOC”) Business Registration System has transitioned from the traditional username-and-password method to authentication through a CamDigiKey account. The Notification applies to all users of the Business Registration System.
Under the Notification, commercial enterprises registered before 31 July 2026 must complete an account ownership claim before accessing or managing their company records under the new system. Business entities registered on or after 31 July 2026 are automatically linked to the relevant CamDigiKey account.
What is CamDigiKey?
CamDigiKey is Cambodia’s official digital identity and authentication platform, established under Sub-Decree No. 207 dated 26 July 2023 on CamDigiKey. It enables users to verify their identity electronically and securely access participating government systems and services through a single verified account.
Account Creation and Ownership Claim Process
To create a CamDigiKey account, users must register through the CamDigiKey mobile application and complete the required identity-verification process. According to the official CamDigiKey guidance, account applications are reviewed within a maximum of eight working hours.
Once the CamDigiKey account has been approved, business entities registered under the previous MOC login framework must complete the account ownership claim to retrieve their existing records stored in the MOC system. To access the MOC account, the account owner scans the QR code via the CamDigiKey application and enters the corresponding password.
Impact on Corporate Filings
The implementation of CamDigiKey affects all filings submitted through the MOC Business Registration System, including changes to directors, shareholders, registered office addresses and other company particulars, as well as post-registration corporate filings such as the Annual Declaration of Commercial Enterprise (“ADCE”).
As access to corporate records and MOC filings is now linked to CamDigiKey, commercial enterprises planning corporate changes should ensure that an appropriate shareholder, director, employee or authorised representative has established and maintains access to the relevant CamDigiKey account and corporate profile. Commercial enterprises registered before 31 July 2026 should complete the account ownership claim before initiating any corporate filings.
Failure to establish the necessary access arrangements may prevent a commercial enterprise from filing changes or submitting its ADCE by the applicable deadline, potentially resulting in late-filing penalties.
In this context, commercial enterprises should also note MOC Notification No. 2463, dated 10 July 2026, pursuant to which the MOC has extended the penalty relief period by an additional six months for entities that have failed to submit their ADCE. For example, if an entity has outstanding ADCE filings for 2023, 2024 and 2025, the late-filing penalty would apply only to the 2025 ADCE, while the applicable public service fees would remain payable for all three outstanding years. Entities with outstanding ADCE obligations should consider submitting their filings during the relief period and ensure that the necessary CamDigiKey access arrangements are in place to facilitate submission through the MOC Business Registration System.
