ADJUSTMENT TO PROVISION OF ARTICLE 1 OF PRAKAS #387 SHV.KR, DATED 22 MAY 2008, OF MINISTRY OF ECONOMY AND FINANCE ON DETERMINATION OF CUSTOMS PRICE ON IMPORTED GOODS, Prakas #776 (MEF), 10 October 2011
This Prakas adjusts provisions of Article 1 of Prakas on Determination of Customs Value on Imported Goods relating to commission fees, service fees from purchase, price calculation, discount price, fees, general expenses, goods of same type or group.
CIVIL AVIATION 2011 ESTABLISHMENT OF NATIONAL AIRLINE COMPANY “CAMBODIA ANGKOR AIR”, Sub-Decree #220 (RGC), 30 September 2011
This Sub-Decree aims to establish a National Airline Company, named “Cambodia Angkor Air Co. Ltd.”. Cambodia Angkor Air shall be established with the total investment capital of US$100 million in the form of a state-private joint venture company. The National Airline Company “Cambodia Angkor Air” shall be governed by the following provisions: (i) Royal Kram № ChS/RKM/0696/03, dated 17 June 1996, promulgating the Law on General Statutes of Public Enterprise; (ii) Sub-Decree #41 ANKr. BK, dated 6 August 1997, on the Implementation of the Royal Kram on General Statutes of Public Enterprise; (iii) Agreement on Establishment of National Airline Company “Cambodia Angkor Air”, dated 27 July 2009; (iv) Amendment to the Agreement on Establishment of National Airline Company “Cambodia Angkor Air”, dated 23 April 2011; (v) Sub-Decree on Establishment of National Airline Company “Cambodia Angkor Air”; and (vi) Statutes of Company. The purposes of establishment of the National Airline Company are: (a) to operate the business of transportation by air both domestically and abroad; (b) to operate the business related to the sector of air transport in accordance with the laws of the Kingdom of Cambodia and/or other sectors pursuant to subsequent agreements; and (c) to provide support services to the tourism industry in Cambodia.
Cambodia Angkor Air shall obtain other incentives such as provided in the Agreement on Establishment of National Airline Company “Cambodia Angkor Air”, dated 26 July 2009, made between the Royal Government of the Kingdom of Cambodia and the National Airline Company of Vietnam. The National Cambodia Angkor Air shall be subject to the technical administration of the Office of the Council of Ministers and the under financial administration of the Ministry of Economy and Finance. Cambodia Angkor Air shall hold its accounting in line with the Cambodian accounting regulations and in accordance with the rules of accounting determined by the Ministry of Economy and Finance. The Sub-Decree #106 ANKr. BK, dated 27 July 2009, shall be deemed as null and void.

MANAGEMENT OF BUSINESSES AND SERVICES RELATING TO SALE AND RENTAL OF CINEMA AND VIDEO PRODUCTS, Prakas #220 (MCFA), 17 August 2011
This Prakas intends to manage businesses and services in relation to the sale and rental of cinema and video products in the form of cassettes, VCDs and DVDs operating in the Kingdom of Cambodia.

CHANGE OF NAME FROM CENTER FOR CAMBODIA ELECTRICITY VOCATIONAL TRAINING TO INSTITUTE OF ELECTRICAL SCIENCE, Sub-Decree #226 (RGC), 4 October 2011
This Sub-decree aims to change the name from Center for Cambodia Electricity Vocational Training to Institute of Electrical Science. The Institute of Electrical Science (I.E.S.) provides human resources training in the electricity sector in the Kingdom of Cambodia. I.E.S. shall be under the supervision of the Electricity Authority of Cambodia and subject to the administration of the Ministry of Industry, Mines and Energy.

CREATION OF PERMANENT SECURITY COMMANDER COUNCIL FOR NATIONAL AND SUB-NATIONAL ELECTION FOR THE YEAR 2011-2014, Sub-Decree #215 (RGC), 22 September 2011
It is decided to establish a Permanent Security Commander Council for the national and sub-national election for the year 2011-2014. The duties and responsibilities of the Permanent Security Commander Council for Election are as detailed in Article 2 of this Sub-Decree.

This Prakas intends to organize roles, duties and structure for the central office, local units and subordinated offices under the supervision of the General Inspectorate of National Buddhist Study of the Ministry of Cults and Religion so as to ensure quality and effectiveness of work in this sector.

TRANSFER OF LAND AREA OF 8,655 HECTARES LOCATED IN RATTANAKIRI PROVINCE, Sub-Decree #229 (RGC), 6 October 2011
It is decided to transfer land area of 8,655 hectares in Andoung Meas district of Rattanakiri province to the state private property for investment and development of agro-industrial crops (rubber plantation and other crops).
