BIO

Leab brings more than 14 years of experience providing strategic guidance and legal advice to multinational corporations. His practice spans mergers and acquisitions, corporate and commercial law, foreign investment, public-private partnerships, telecommunications and ICT, mining, energy, oil and gas, clean water supply, maritime and inland water transportation, factory and hospitality sectors. This breadth of experience positions him to serve a diverse range of clients across complex, cross-border matters.

In the renewable energy sector, Leab has advised investors and developers on a wide variety of projects, including solar rooftop, solar greenfield, hydro, biomass, wind energy, and LNG-to-electricity ventures. His work in this space encompasses managing M&A transactions, advising on project finance, drafting legal and environmental reports for market entry, and reviewing and negotiating project documentation — including government guarantees, power purchase agreements, EPC contracts, and concession and PPP agreements.

Leab holds a Master of Laws (LLM) from the University of Auckland, New Zealand, and a Master of Applied Business (MAB) from Unitec Institute of Technology, New Zealand, which have deepened his understanding of international legal frameworks and global business practice. He also holds a Bachelor of Laws and a Bachelor of Business Administration from Cambodia.

Leab is fluent in Khmer and English.
