CREATION OF NATIONAL FACILITATING COMMITTEE FOR ANTI-LAUNDERING AND COMBATING THE FINANCING OF TERRORISM, Sub-Decree # 56 (RGC), 11 April 2012
This Sub-Decree intends to establish a National Facilitating Committee for Anti-Laundering and Combating the Financing of Terrorism, and this Committee shall be a high and permanent coordinating mechanism for preventing and controlling the anti-laundering and combating the financing of terrorism in Cambodia.
The composition of this committee shall consist of: (1) Deputy Prime Minister, Minister of Economy and Finance, as Chairman; (2) General Governor of the National Bank of Cambodia, as Permanent Vice-Chairman; (3) Representative from the National Committee for Anti-Terrorism, as Vice-Chairman; (4) Member of the Board of Directors of the Anti-Laundering and Combating the Financing of Terrorism representing the Ministry of Interior, as Member; (5) Member of the Board of Directors of the Anti-Laundering and Combating the Financing of Terrorism representing the Ministry of Economy and Finance, as Member; (6) Member of the Board of Directors of the Anti-Laundering and Combating the Financing of Terrorism representing the Ministry of Justice, as Member; (7) Member of the Board of Directors of the Anti-Laundering and Combating the Financing of Terrorism presenting the Office of the Council of Ministers, as Member; (8) representative from the Ministry of Foreign Affairs and International Cooperation, as Member; and (9) Secretary General of the Cambodia Financial Intelligence Unit.

ESTABLISHMENT OF JUSTICE SERVICE CENTER IN KHAN PORTHI SEN CHEY OF PHNOM PENH MUNICIPALITY, Prakas # 59 (MOJ), 9 April 2012
It is decided to establish a justice/legal service center located in Khan Porthi Sen Chey of Phnom Penh municipality. The Justice Service Center shall have the following missions: (i) to estimate the legal requirement in its local level; (ii) to disseminate legal information which is necessary for local officials and the public; (iii) to show procedure and provide legal consultation services to the public and the disputed parties, and in case the dispute cannot be resolved or the parties do not wish to resolve the dispute at the local level; and (iv) to provide services for facilitation and reconciliation to the disputed parties in case of an agreement being reached.

PROCEDURES AND ISSUANCE OF CHEMICAL SUBSTANCE LICENSE AND QUANTITY, Prakas #148 (MIME), 13 February 2012
This Prakas aims to strengthen effectiveness of the control and use of chemical substances forming one of the important raw materials for serving production in the industrial area, aimed at facilitating business in the private sector in providing, distributing and the chemical substance use in line with the law.
“Businessman” refers to a legal or physical person who applies to use chemical substances and quantities for the purpose of use in factories, handicrafts or selling/sub-distributing. An application form for a chemical substance license is required to be completed in a proper manner in accordance with the form as stated in annex attached to this Prakas.

PROMULGATION OF THE LAW ON MANAGING AGRICULTURAL DRUGS AND FERTILIZERS, Royal Kram № NS/RKM/0112/005 (Royal Palace), 14 January 2012
This Royal Kram aims to promulgate the Law on Managing Agricultural Drugs and Fertilizers. The purposes of this Law are:
a) to effectively support policy for promoting the potential use in the agricultural sector for national development, society and economy;
b) to ensure the management of agricultural drugs and fertilizers in an effective and safe manner;
c) to raise public awareness, and the implementation of agricultural drugs and fertilizers in all activities related to these products; and
d) to reduce risks caused by the use of agricultural drugs and fertilizers for the advantage of farmers and people across the country, and to ensure food security, food safety, public health and environmental sustainability.

PREPARATION OF STRATEGIC BUDGET PLAN FOR THE YEAR 2013, Instructional Circular # 03 (RGC), 6 April 2012
This Circular shall be used as a guide for instruction and assistance in developing and preparing the 2013-2015 strategic budget plan for all specialized ministries-institutions and departments of all provinces-municipalities for the national administrative level.
The Instructional Circular on preparation of strategic budget plan for sub-national administrative level shall be issued by the Minister of Economy and Finance in line with the Law on Financial Regime and Property Management of Sub-National Administrative Level, promulgated by the Royal Kram # NS/RKM/0611/011, dated 17 June 2011.
